Next week in Congress should be marked by voting on the annual budget bill (PLN 29/2023) and Senate President Rodrigo Pacheco's intention to “exhaust the agenda” before the end of the legislative year. After the leaders' meeting on Thursday (14), Pacheco announced that Congress sessions could be held on Wednesday (20), Thursday (21) or, if necessary, both days.
– Let's have a productive week. There are eight federal entity loans to be approved by the Senate […] and some projects proposed by leaders, he emphasized.
According to Pacheco, the Budget Guidance Act (LDO), which has already been approved by the Joint Budget Committee (CMO) and is scheduled to be introduced in today's session of Congress, could also be considered next week.
The leader of the opposition in the Senate, Rogério Marinho (PL-RN), emphasized that the agenda for the vote in the Senate next week will also depend on what the vote will take place in the Chamber, especially on the temporary measure regulating the tax exemption for tax relief resulting from an investment subsidy. (MP 1.185/2023) — put to a vote first in the House and then in the Senate – and possibly in the event of a possible need to adapt the tax reform (PEC 45/2019)
— We are actually waiting to see what will be done in the Chamber of Deputies at the end of the year, Marinho noted
The leader of the government in Congress, Senator Randolfe Rodrigues (Rede-AP), commented on the proposal of Finance Minister Fernando Haddad to present an alternative to the payroll tax exemption: integral veto (VET 38/2023) from President Lula to the draft law (PL 334/2023) in this sense it was annulled by Congress this Thursday. Randolfe declared the tax exemption law unconstitutional:
— The government does not rule out continuing negotiations with the sectors [a serem atendidos pela desoneração] and the issuance of an interim measure this or next year. The government is also considering the possibility of appealing this case before the Federal Supreme Court.
According to Randolfe, in the context of the government's fiscal efforts, overriding the waiver veto makes it more important to quickly vote on the temporary subsidy measure (MP 1.185/2023). Referring to the voting order, Randolfe estimated that next week it is possible to hold one session of Congress during which the LDO, the budget bill and any remaining zlotys will be considered.
