FULSHEAR, Texas (KTRK) – What started as a complaint turned into a four-hour grievance meeting that could cost Fulshear's city manager his job.

Outside City Hall, stapled to a glass case, is a special council agenda that could impact Fulshear's future.

“I wouldn’t say this is more important than any of our other meetings, but at the same time, I would be remiss if I didn’t recognize the fact that it is a pivotal point in the city,” said Fulshear Mayor Aaron Groff. he said.

On Monday night, advice will meet to discuss the future of its municipal manager. Jack Harper started as Fulshear's manager almost six years ago, a period that could be coming to an end after the board placed him on paid leave last week.

During last week's meeting, Groff left a message.

“Retaliation of any kind will not be tolerated when a staff member or member of the public files a complaint with the city,” Groff said.

Groff added that the city manager is not accused of retaliation. Instead, he said those who speak out should not fear repercussions.

Many people came forward. It all started a week and a half ago with an employee's complaint.

Days later, during a special council meeting, leaders met for four hours and heard several more complaints.

“It was a surprise to everyone in the room,” Groff recalled. “None of us saw this coming at this point.”

Leaders said the complaints did not lead to a criminal investigation. As for what exactly this is about, the leaders have not said so far.

“We can’t talk about what happens in executive session unless it’s for a public hearing or a public investigation,” Groff said. “Then we would take the next steps if necessary.”

Monday's meeting will be at city hall at 5:30 p.m. The Board could reinstate Harper, punish him further, or fire him. ABC13 reached out to Harper's work email but has not yet heard back.

If the board removes Harper, a 60-day search for his replacement will begin. Currently, the deputy municipal manager performs his role.
