Ministry Trying to Address Effect of Climate Change

Climate ChangeMinistry of labor officials conducted a conducted a consultation with union and business representatives on a draft proclamation intended to deal with the effects of climate change on those working in construction. Labor Ministry Secretary of State Huy Han Song said the proclamation would prove “crucial for protecting the health and safety of workers and employers” by requiring a number of safety protocols. Under the proposed proclamation, developer would be asked to consult with meteorologists before using cranes that could be toppled by heavy wind, and workers will be given longer lunch breaks to prevent exposure to extreme heat.

“Construction supervisors must allow workers to take a break from 11:30 to 13:30 if they are working in open fields without shelter unless there is an immediate deadline,” the draft proclamation read.

Sok Sovan Deth, president of the Building and Woodworker Trade Union, said it was not an adequate response to changing conditions.

“It is good, but it does not set a high enough target,” said Mr Sovan Deth, who added that lunch break should begin at 11:00.
